तमिलनाडु सुनिश्चित पेंशन योजना (टीएपीएस) तैयार करके, डीएमके सरकार ने अपने कर्मचारियों की पुरानी पेंशन योजना (ओपीएस) की ओर लौटने का लालच रोकने की भरसक कोशिश की है। उसने विधानसभा चुनाव 2021 से पहले किये गये अपने एक प्रमुख चुनावी वादे को लागू करने और राजकोषीय विवेक की जरूरत में एक बीच का रास्ता तलाशने की कोशिश की है। ओपीएस के तहत तकरीबन दो लाख कर्मचारियों के अलावा, अप्रैल 2003 से लगभग छह लाख सरकारी कर्मी अंशदायी पेंशन योजना (सीपीएस) के तहत हैं। यही तबका डीएमके से अपना चुनावी आश्वासन – ओपीएस की बहाली – पूरा करने की मांग कर रहा है। नयी योजना ओपीएस और पिछले एक साल से केंद्र सरकार के कर्मियों के लिए लागू एकीकृत पेंशन योजना (यूपीएस) का सम्मिश्रण है। यह पेंशनभोगियों को अंतिम मासिक वेतन के 50 फीसदी का वादा करती है, साथ ही कर्मचारियों के अंशदान – जो सीपीएस और यूपीएस की साझा खूबी है – को बनाये रखेगी। कोई भी समझ सकता है कि पेंशन तय करने का आधार- सेवा के अंतिम महीने के वेतन का 50 फीसदी – और एक न्यूनतम सुनिश्चित भुगतान, चाहे सेवा की अवधि जो भी हो, कर्मचारियों के पक्ष में हैं। मृत्यु-सह-सेवानिवृत्ति ग्रेच्युटी, जो ओपीएस की एक खूबी है, को शामिल किया गया है।
यह घोषणा अप्रैल-मई में विधानसभा चुनाव से ठीक पहले की गयी है। राज्य के बकाया कर्ज को लेकर भी बहस होती रही है, जो जीएसडीपी का लगभग 26.1 फीसदी है – यह अनुपात पिछले पांच सालों में घट रहा है, लेकिन अब भी 21.5 फीसदी के कोविड-19 महामारी-पूर्व स्तर पर नहीं आया है। इसके अलावा, कम-से-कम साल 2033 तक, जब ओपीएस के तहत आने वाले सरकारी कर्मचारियों का अंतिम समूह सेवानिवृत्त होगा, राज्य सरकार को ओपीएस कर्मियों की सेवानिवृत्ति के लिए धन मुहैया कराने के साथ-साथ टीएपीएस कर्मचारियों के लिए अपने हिस्से का अंशदान भी करना होगा। चालू वित्तीय वर्ष ‘राज्य के अपने कर राजस्व’ (एसओटीआर) – जो तमिलनाडु की राजस्व प्राप्तियों का अमूमन लगभग दो-तिहाई होता है – में वृद्धि दर के लिहाज से ज्यादा उत्साहजनक नहीं रहा है। चालू वित्तीय वर्ष की पहली छमाही (अप्रैल-सितंबर) में, एसओटीआर की वृद्धि दर पिछली साल की इस अवधि में हासिल प्राप्तियों से 3.94 फीसदी अधिक रही, जबकि अनुमान 22.6 फीसदी का था। अपने वित्त पर जीएसटी पुनर्गठन (22 सितंबर से लागू) के संभावित प्रभाव को लेकर राज्य अच्छे की कामना कर रहा है। बिहार के “सफल” उदाहरण के बाद, जहां सत्तारूढ़ निजाम ने चुनाव की पूर्व-संध्या पर नकद लाभ बांटे, राज्य वित्त के प्रबंधकों के पास अब बहुत सीमित गुंजाइश है कि वे अपने राजनीतिक आकाओं की ओर से अधिक खर्च करने के किसी दबाव का प्रतिवाद कर पाएं। यह घोषणा जिन परिस्थितियों में की गयी है, कर्मचारियों को उसे समझना चाहिए। ओपीएस के खिलाफ मुख्य कारक उसकी यह खूबी है कि हर वेतन आयोग की सिफारिशों के क्रियान्वयन के साथ पेंशन दोबारा तय होती है। मुख्य विपक्षी दल एआईएडीएमके ने चुनावी वादे को अमली जामा नहीं पहनाने के लिए डीएमके की खिंचाई जरूर की है, लेकिन विधानसभा चुनाव जीतने की सूरत में ओपीएस बहाल करने वादा नहीं किया है। ऐसा लगता है कि दोनों बड़ी द्रविड़वादी पार्टियों को समझ में आ गया है कि राज्य को खतरनाक वित्तीय स्थिति में नहीं धकेला जाना चाहिए।
